I think you have nailed this issue Iain. Although,I was surprised to hear you cite Tommy Robinson as if he is an honest actor who cares about immigration. His position as a shill must be to resist digital id so we think we have won when it gets dropped and it's brought in via the back door as per your theory.
Robinson is a Zionist asset and a useful idiot (in the political sense) in my view. That said I think he believes in his own cause. I have a couple of pieces on the subject in the pipeline.
As young proles die in needless wars triggered by false flags designed to cleanse resisting populations threatening ruling elites, techno/fascists are simultaneously generating a worldwide totalitarian technocracy ensuring all human behavior is completely controlled. It'll be the inescapable boot permanently affixed to your neck.

And yes, Iain is correct. Many of the younger generation are less concerned about "digital control". As "digital natives", many of the youngest generation already know, instinctively, how to avoid/subvert/dismantle "digital" controls. For them, this brave new world holds equal levels of danger and opportunity.
Change is the only constant in the universe. Best lean into it.
Btw, are you familiar with the Japanese anime "One Piece"? The show, in it's 26th season, is apparently inspiring a younger generation of actual revolutionaries see Nepal), as it focuses on a group of young people who, in pursuit of freedom, battle against world government and organized crime. Worth a peak.
Just put out an article showing the holes in the response from the Government to the digital petition against digital ID.
Long story short, it’s pretty much all lies. And the people should at the very least get a vote on it like Switzerland, since it’s supposed to be a democratic country and all…
Yes they did accept it this year at under 50% voter participation, their second vote. The first one was not voted in and the government was forced to make changes before the second vote, details in the article.
