Georgia US here, obviously our 2023 does not even figure in the top 10. Two ladies of some age think this is probably the coolest spring they ever remember (they are 88 and 93 years old) and they think the year as a whole, was among the coldest ever.

Same thing is going on in the US. Just pathetic. Also 90% of observation stations do not meet the MINIMUM requirement for accuracy--that is, they are on urban asphalt or other forbidden surfaces that ramp up heat measurements, or as you said, they are just non-functional so that a fake reading is added in by the computer model.
